As a part of the institute’s fortnightly workshop series, initiated by the transformational Director of ICAR-RCER, Patna Dr. Anup Das, an insightful lecture on the subject “Human Resource Management for Organisational Excellence” was delivered by Pushpanayak, Chief Administrative Officer, ICAR–RCER, Patna. The session focused on strengthening administrative efficiency and enhancing organisational performance through modern HRM practices.
During his address, Pushpanayak highlighted the strategic role of Human Resource Management in creating an enabling environment where scientific and administrative ecosystems work in harmony. He emphasized that organisational excellence is built upon a responsive, skilled, and motivated workforce, supported by a strong administrative framework.
Drawing from his PGDM analytical training, he illustrated how modern management tools and frameworks can be effectively applied within ICAR systems to streamline processes, encourage leadership development, and improve inter-departmental coordination. He underlined that investment in people, transparent systems, and capacity-building initiatives ultimately contributes to institutional growth.
Presenting the key outcomes of administrative modernization, he emphasized upon both quantitative gains- such as faster processing, improved workflow efficiency, and energy savings—and qualitative improvements, including higher staff morale and better synergy between scientists and administrative personnel
In his concluding remarks, he stated that “a flexible, strong administrative backbone allows research to reach new heights.” He reaffirmed his commitment to contributing proactively towards strengthening the HR and administrative systems of ICAR-RCER with renewed vigour.
Earlier, Dr. Anup Das, Director, ICAR-RCER, Patna said, “Such workshops are vital in aligning administrative processes with scientific goals. Strengthening HR systems is key to unlocking the full potential of our researchers and staff.” In addition, a new notepad of the institute was released during the workshop.
The workshop concluded with a vote of thanks by Dr. Rohan Kumar Raman, Senior Scientist, as informed by Umesh Kumar Mishra, Member Secretary, Media, ICAR-RCER, Patna.
