IBM has inaugurated a state-of-the-art AI GovTech Innovation Centre in Lucknow, marking a significant step toward embedding artificial intelligence into the core of public sector governance in India. The facility was formally launched by Yogi Adityanath, Chief Minister of Uttar Pradesh, in the presence of senior government officials, academic leaders and IBM executives.

The new centre is envisioned as a collaborative hub where government departments, research institutions and technology experts can jointly design, test and scale AI-powered solutions aimed at improving public service delivery. Among those present at the inauguration were Arvind Krishna, Chairman and CEO of IBM; Sandip Patel, Managing Director, IBM India & South Asia; and Manindra Agrawal, Director of Indian Institute of Technology Kanpur.

As governments across the world contend with rising citizen expectations, increasing regulatory complexity and massive volumes of data, IBM believes artificial intelligence is transitioning from pilot projects to mission-critical infrastructure. The Lucknow centre is designed to accelerate that shift by developing trusted and repeatable AI use cases that enhance efficiency, transparency and responsiveness within government systems.

Speaking at the launch, Arvind Krishna emphasised that AI will shape the next phase of public sector effectiveness and economic competitiveness. He noted that governments in India are moving decisively from experimentation to execution in deploying AI tools. By combining IBM’s global experience in artificial intelligence with the strong local talent pool in Uttar Pradesh, the centre aims to translate technological ambition into measurable public outcomes.

In parallel with the inauguration, IBM signed two memorandums of understanding (MoUs) with the Government of Uttar Pradesh to advance AI-driven governance initiatives aligned with the state’s long-term development agenda.

The first MoU, signed with the Department of IT and Electronics, focuses on identifying high-impact AI applications across state departments. Under this agreement, IBM will assist in strengthening digital infrastructure, building AI readiness, and implementing scalable solutions that can improve administrative productivity and citizen services.

The second agreement, signed with the Directorate of School Education, highlights a commitment to future-ready skills. IBM will introduce an AI literacy programme targeting students from classes 6 to 12, along with teachers. The initiative aims to provide foundational exposure to AI concepts, hands-on learning opportunities and practical understanding of emerging technologies. By integrating AI awareness at the school level, the state hopes to prepare a generation equipped to participate in an increasingly digital economy.

The GovTech Innovation Centre builds on IBM’s growing footprint in Uttar Pradesh. The company’s Lucknow campus already houses a software laboratory contributing to IBM’s global product portfolio. It also hosts an IBM Consulting FutureNow Centre, where local professionals collaborate on digital transformation projects for clients worldwide.

IBM is further expanding its academic partnerships within the state. Collaborations with institutions such as IIT Kanpur are focused on co-developing scalable AI solutions tailored to priority sectors. In July 2025, IBM formalised a partnership with the Airawat Research Foundation at IIT Kanpur’s Centre of Excellence in AI for Sustainable Cities. The initiative aims to deploy AI-based systems for monitoring and improving air quality—an issue of growing concern in urban India.

Collectively, these initiatives reflect IBM’s strategy to position artificial intelligence not merely as a standalone technology, but as a foundational capability for modern governance. By fostering collaboration between government, academia and industry, the Lucknow centre seeks to create replicable models that can be extended across departments and potentially adopted by other states.

With this launch, Uttar Pradesh joins a growing number of regions leveraging AI to enhance administrative performance and deliver citizen-centric services. The success of the initiative will likely serve as a benchmark for how technology companies and governments can work together to build resilient, data-driven public systems in the years ahead.
