The Airports Authority of India (AAI) has signed a significant Memorandum of Understanding (MoU) with Bharat Taxi to improve last-mile connectivity at select airports across the country. The partnership aims to introduce regulated, transparent, and passenger-friendly taxi services, particularly at airports serving regional and tier-2 cities, where reliable transport options are often limited.
The MoU was exchanged by AAI Chairman Vipin Kumar, marking a major step towards strengthening airport-side urban mobility. Under this agreement, Bharat Taxi services will be gradually introduced at several AAI-managed airports, with a focus on fair pricing, service reliability, and an overall improved passenger experience.
A Regulated and Passenger-Centric Model
One of the key objectives of the AAI–Bharat Taxi collaboration is to address long-standing concerns related to airport taxi services, such as unpredictable fares, lack of transparency, and passenger inconvenience. The new system proposes clearly defined and regulated fares, eliminating sudden price hikes and disputes that often arise with unregulated or surge-based pricing models.
With operations regulated within airport premises, passengers can expect smoother pick-up processes, better coordination, and enhanced safety. This is particularly beneficial for first-time flyers, elderly passengers, and those travelling to unfamiliar destinations, who often rely heavily on airport taxi services for the final leg of their journey.
What Makes Bharat Taxi Different
Bharat Taxi is India’s first driver-owned cooperative taxi service, operated by Sahakar Taxi Cooperative Ltd. Unlike app-based ride-hailing platforms that rely on dynamic or surge pricing, Bharat Taxi follows a no-surge pricing model. This ensures predictable and fair fares for passengers, regardless of demand fluctuations.
The cooperative structure sets Bharat Taxi apart from conventional aggregators. Drivers are not commission-based workers but owners and stakeholders in the cooperative. This model promotes income security, dignity of labour, and long-term financial stability for drivers.
Bharat Taxi is promoted by the National Cooperative Development Corporation (NCDC) and supported by leading cooperative institutions, giving it a strong institutional foundation and alignment with India’s broader cooperative movement.
Airports Covered Under the Plan
Under the initial phase of the collaboration, Bharat Taxi services are proposed to begin at airports in Rajkot, Vadodara, Surat, Bhuj, Pune, Aurangabad, Varanasi, Kanpur, Prayagraj, and Agra. Most of these airports cater to regional routes and tier-2 cities, where passengers often face challenges in accessing affordable and dependable last-mile transport.
By improving connectivity at these locations, the initiative is expected to benefit both travellers and local economies, making air travel more convenient and accessible beyond major metropolitan hubs.
Boost to Cooperative Economy and Drivers
Beyond passenger convenience, the AAI–Bharat Taxi partnership is seen as a strong push for the cooperative economy. By integrating a driver-owned cooperative into airport transport systems, the initiative empowers drivers as entrepreneurs rather than gig workers.
Drivers stand to gain from better income stability, social security benefits, and a greater sense of ownership over their work. This approach aligns closely with national initiatives such as Atmanirbhar Bharat, Sahakar se Samriddhi, and the long-term vision of Viksit Bharat 2047, which emphasise inclusive growth and sustainable livelihoods.

The collaboration reflects a broader policy shift towards structured, transparent, and socially inclusive mobility solutions. By combining regulated airport operations with a cooperative business model, AAI and Bharat Taxi aim to create a balanced ecosystem that benefits passengers, drivers, and the aviation sector alike.
As the initiative rolls out across selected airports, it is expected to set a benchmark for airport taxi services in India, demonstrating how public institutions and cooperative enterprises can work together to deliver reliable, affordable, and people-centric transport solutions.
